Deepening Government-Enterprise Cooperation: Yi’nan County Party Secretary Hou Zhanfu and Delegation Conduct Research Visit to Keyuan Pharmaceutical and Linuo Pharmaceutical

On April 27, Hou Zhanfu, Secretary of the Yinan County Party Committee, and Ren Lijun, a member of the County Government Party Leadership Group and Deputy County Magistrate, led a delegation comprising heads of the County Health Commission, the County Bureau of Industry and Information Technology, the County Finance and Investment Group, and other relevant departments on a field visit to Keyuan Pharmaceutical and Linuo Pharmaceutical to assess the companies’ development status and discuss ways to deepen government–enterprise cooperation and promote high-quality development of the pharmaceutical and health industries.

Gao Yuankun, Chairman and President of Linuo Group, along with Li Hongfu, Chairman of Keyuan Pharmaceutical and Linuo Pharmaceutical, and Wei Zhiguo, President of the same companies, together with other leaders of the group and its subsidiaries, extended a warm welcome and accompanied the delegation on the inspection tour.

Secretary Hou Zhanfu and his delegation visited the R&D center, production workshops, and the intelligent quality-control center for injectable formulations, among other facilities, to gain a thorough understanding of the company’s operations in areas such as chemical API and formulation R&D, manufacturing, quality control, market deployment, and industrial synergy. They commended the company for its deep commitment to the chronic-disease pharmaceutical sector, its efforts to build an integrated “API + formulation” industrial ecosystem, and its achievements in technological innovation, smart manufacturing, and green production.

At the symposium, Chairman Gao Yuankun extended a warm welcome to Secretary Hou Zhanfu and his delegation, and expressed sincere gratitude for the longstanding care and support provided by the Yinan County Party Committee and County Government. Chairman Li Hongfu then gave a detailed briefing on Keyuan Pharmaceutical and Linuo Pharmaceutical’s production and operations, R&D innovation, talent development, and future strategic plans. He stated that the company will continue to strengthen its core competitive advantage in “integrated API–formulation,” consistently launch high-quality pharmaceutical products, and actively explore deeper collaboration with Yinan County in areas such as industrial supporting infrastructure, project implementation, and industry–university–research cooperation, thereby achieving mutually beneficial outcomes for both government and enterprise.

Secretary Hou Zhanfu fully commended Keyuan Pharmaceutical and Linuo Pharmaceutical for their remarkable achievements and clear development plans. He emphasized that the pharmaceutical and health industry is a key strategic emerging industry being vigorously cultivated in Yinan County, and that the county is currently advancing the construction of a high-standard pharmaceutical and health industrial park to foster a modern pharmaceutical industry cluster integrating R&D, manufacturing, and sales. As leading enterprises in China’s chemical API sector, Keyuan Pharmaceutical and Linuo Pharmaceutical boast strong technological capabilities, a comprehensive product portfolio, and broad growth prospects. Their initiatives in compliance-driven innovation, business optimization, and industrial integration are highly aligned with the direction of Yinan County’s pharmaceutical industry development. It is hoped that both parties will take this inspection as an opportunity to further enhance communication and coordination, focusing on priority areas such as industrial tourism, greater-health foods, and market promotion, thereby jointly writing a new chapter of government–enterprise cooperation and mutually beneficial development.

The two sides also engaged in in-depth exchanges on specific matters such as industrial policies, project cooperation, factor assurance, and brand development, reaching broad consensus.
